It seems I'm in the minority that actually has numbers on my thermostats


I have a 5 yr old in the house so I keep it at 135 degrees. I know the rule of thumb 120 degrees with small children, but that's just not hot enough.
Definitely sounds like you have a bad element and/or thermostat. You can get a complete replacement kit for $40 at Home Depot. Those are the only electrical component of a hot water heater, so if that doesn't fix your issue, then you may have a damaged dip stick as another poster mentioned.
